Salary Range: $70,000 –$95,000*

THE POSITION
This is an exciting opportunity to join the Port Authority’s Development Team, reporting to the Director of Development. In this role, you will manage both Saint Paul Harbor projects and brownfield-to-business-center redevelopment activities.

PRIMARY RESPONSIBILITIES
Harbor Management Responsibilities
- Manage capital improvement projects (harbor and riverfront) that upgrade, protect, and maximize productivity of industrial real estate assets, and support optimization of harbor operations, including the Port Authority’s four public terminals
- Manage river tenant relationships and lease agreements, oversee tenant improvements, monitor regulatory compliance, facilitate community engagement, and coordinate project entitlement processes
- Identify and secure funding for harbor projects, manage public bidding and procurement for construction and professional services, assemble and oversee project teams, and manage contracts and project budgets
- Coordinate with federal/state/local agencies (e.g., Minnesota Department Natural Resources, Minnesota Pollution Control Agency, U.S. Army Corps of Engineers, U.S. Coast Guard) to secure project permits and facilitate flood response and other immediate terminal/tenant needs
- Implement projects and programs that support growing river commerce, improve terminal access and multimodal connections, and drive economic development
Redevelopment Project Responsibilities
- Manage redevelopment projects for infill urban redevelopment, adaptive reuse, and ground-up construction, ensuring land is unencumbered and prepared for redevelopment
- Prepare proposals/solicitations, manage contracts/agreements, and track progress, invoicing, budgets, and schedules for multiple projects
- Procure and manage contracts for professional services and publicly-bid construction projects while innovating on how to improve DEI and vendor diversity through spending of public dollars
- Identify, apply for, and manage grant funding to support various types of development
- Review contracts, property details and transaction terms to ensure that the Port Authority’s strategic goals are aligned with our projects, environmental regulations are met, and liability exposures are minimized or eliminated
- Implement and develop new creative approaches to regulations/policies that provide increased flexibility to build and maintain energy efficient, environmentally sustainable, placemaking developments including artistic contributions
- Engage key stakeholders including residents, city/county leadership, elected public officials, and private development partners
- Implement social equity and sustainability strategies within redevelopment projects
MINIMUM QUALIFICATIONS
- Bachelor’s degree in business, construction management, engineering, environmental sciences, port and terminal management, public administration, real estate, sustainability, transportation, urban planning, or a related field
- 3 years of experience managing multiple projects and/or property transactions

PREFERRED QUALIFICATIONS
- 5+ years of experience leading multiple complex projects and/or property transactions
- Leading edge knowledge of one or more of the following areas: brownfield land development, commerce, contract administration, harbor infrastructure, environmental remediation strategies, financing/funding sources, grant management, permitting, or real estate.
- Grant Management Training, Professional Engineer License, Project Management Training, and/or Real Estate License

First established in 1929 by the Minnesota Legislature to manage the Saint Paul Harbor, the Port Authority was granted inland economic development authority in 1955. With its four ports in the Saint Paul Harbor and 16 inland business centers, the Port Authority’s mission is to expand the Saint Paul tax base, serve as a conduit to quality job opportunities, advance sustainable and equitable development, and advocate for river commerce.
